Gutters in Chicago: what local homeowners should know

Chicagoland’s bungalows, two-flats, Georgians and suburban split-levels keep gutter installers busy year-round. Older homes often have gutters that have been patched for decades, and freeze-thaw cycles open seams and loosen hangers.

Intense summer storms have caused widespread basement flooding across the region, and winter snow and ice add stress. Seamless gutters with enough properly placed downspouts, extensions and guards help keep water away from the foundation.

Rain, snow and ice: a four-season job

Chicago O’Hare’s 1991–2020 normals show 36.89 inches of precipitation and 36.7 inches of snow a year, according to the Illinois State Climatologist. Few gutter systems in the country work through a harder mix: summer downpours, fall leaves, and months of freeze-thaw cycles.

Winter is where Chicago gutters wear out. When heat from the house melts snow on the upper roof, the water runs down and refreezes at the colder eaves, building ice dams along the gutter line. Ice is heavy. It bends gutters, pulls spikes out of old fascia and pushes water back under shingles. Gutters cannot prevent ice dams on their own, because attic insulation and ventilation matter most. But well-fastened gutters with hidden hangers at close spacing survive them far better than old spike-and-ferrule systems.

Guards need a winter-ready design too. Ask how a guard handles snow load and whether it sits flush with the roof plane so snow can slide off.

Downspouts, sewers and basement flooding

For decades, Chicago code required downspouts to be connected to a home’s sewer drain. The City now explains that when sewers are full during heavy storms, that water has nowhere to go but into basements, and it encourages homeowners to disconnect downspouts and send roof water to lawns and gardens instead.

The Metropolitan Water Reclamation District (MWRD) has supported this with a free rain barrel program for Cook County residents whose downspouts are connected to the sewer. Participants agree to disconnect the downspouts. MWRD notes that roofs make up about 41% of the impervious surface in Cook County.

Disconnecting is not always right for every lot. Water has to drain away from the foundation, not toward a neighbor or back toward your own basement walls, and in winter the discharge can freeze on walks. An installer can lay out new gutters with outlet locations and extensions that work for your lot. For bungalows and two-flats with finished basements, that layout matters as much as the gutters themselves.

Permits and your rights as a homeowner

Permits in Chicago: the Department of Buildings publishes a list of work that does not need a building permit. It includes repairs that do not cut into walls, roofs or structural members. On residential buildings up to four stories, it also includes re-roofing a roof with a pitch of at least 2:12. Structural repairs and work on low-slope roofs do need a permit, and suburbs such as Naperville, Aurora, Schaumburg and Evanston have their own rules.

Illinois Home Repair and Remodeling Act: for home repair contracts over $1,000, contractors must give you a written contract and the state’s “Home Repair: Know Your Consumer Rights” pamphlet before you sign. If a gutter contractor skips that step, treat it as a warning sign.
